European Technology Platform
for Advanced Engineering Materials and Technologies

EuMaT – European Technology Platform for Advanced Engineering Materials and Technologies has been launched in order to assure optimal involvement of industry and other important stakeholders in the process of establishing of R&D priorities in the area of advanced engineering materials and technologies. EuMaT should improve coherence in existing and forthcoming EU projects, in the field of materials R&D.

 

EuMaT covers all elements of the life cycle of an industrial product, despite it is a component, a system or a final goods:

  • design, development & qualification of advanced material
  • advanced production, processing and manufacturing
  • material and component testing
  • material selection and optimization
  • advanced modelling on all scales
  • databases and supporting analytical tools
  • life cycle considerations, including impacts, decommissioning, reliability, hazards, risks and recyclability

Main objectives of EuMaT

The main goal of EuMaT is to contribute to the best relation and dialogue between industry, R&D actors and institutions aiming at improving the coordination and synergies at national and European level in the field of Materials R&D.
The primary objective of EuMaT is to produce the Strategic Research Agenda which, with appropriate involvement of industry and other main stakeholders will provide basis for

  • identification of needs and
  • establishing priorities in the area of advanced materials and technologies.

In addition, EuMaT promotes

  • interdisciplinary education and training, and technology transfer and innovation
  • societal considerations in the R&D (e.g. potential impacts on public health, safety, environmental risks)
  • cooperation and initiatives at international level
EuMaT is open to all interested new members accepting EuMaT goals, principles and statutes.

EuMaT Organization of the stakeholders: The pan-European partnership

EuMaT includes members from:

  • Industry (large, medium and small, embracing the whole production and supply chain, including component, equipment and sub-system suppliers, service providers and user industries; those involved in technology transfer; also, industry associations)
  • Public authorities (regulators and policy makers, funding agencies; in the particular notified and licensing bodies)
  • Scientific and Technical Community (apart for education and research also those involved in innovation and interested in the issue of European Innovation Area);
  • Associations and Consortia from other EU projects
  • Financial community (private banks including the EIB, the European Investment Fund EIF, venture capital, etc.; in particular supporting SME’s)
  • Civil society, including users and consumers (involving the also the future customers, e.g. through associations).

EuMaT Governance and Management ToR

EuMaT Governing and Management operation is based on the following concepts, procedures and bodies as shown below.

 

The different bodies composing EuMaT identified in three different layers

  • Decision layer – Steering Committee
  • Operative layer – Working Groups
  • Support layer – Mirror Groups and Advisory Board   

 

Steering Committee

Duties

The SC is the decision making and executive body of the Technology Platform. It directs all activities and it is responsible for the strategy, implementation and operation of the Platform. Typical activities dealth with include:

  • Definition of roles and responsibilities within the Platform and outlining operations
  • Compliance with the Platform mission and any related activities
  • Approval and launch of activities, including objectives, timing and scope
  • Follow-up activities and approval of deliverables
  • Final assessment of key deliverables (Strategic Research Agenda and Implementation Strategy) with the support from the Secretariat based on Working group reports
  • Representation of the Patform in the external relationship activities  

Composition 

  • It is composed by a chairman, a deputy chairman and members
  • The appointing of members is done to achieve the best operation and effectiveness of the EuMaT action, while keeping a reasonable balance between different nationalities, skills, compositions
  • New members can be appointed to the SC if it is in the interest of the Platform, and following the positive decision of the SC
  • Chairpersons of the Working Groups, Scientific Advisory Board  and Member States Mirror Group automatically are members of the SC

  General rules

  • The usual SC work spirit is inspired to achieve a consensus decision. However, in case different positions should emerge on a specific matter, the SC can be asked to vote according to the following general principles:
     - Only effective members have right of vote.
     - Any decision is taken on the base of simple majority
       (with the exclusion of decisions related to any SC rules modification)
     - Each effective SC member shall have one vote
       (including the chairman and deputy chairman)
     - The right to vote can be exercised only during the SC meeting, 
       by attending members
  • As general rules, decisions have to be taken during plenary SC meeting. 
  • Exceptionally, on chairman's proposal, the SC can decide by remote written decision for approval of documents and/or urgent and unexpected decisions
  • Absence at two consecutive SC meetings without apologies, changes the status of an SC member from Effective to Observer
  • Following three consecutive SC meeting absences, the Observer  member is asked by EuMaT secretariat to confirm by letter its interest in EuMaT activities. If no answer is received by three months time, the SC member is automaticall y removed from the SC member list
  • The SC chairman, the deputy chairman and the Working Groups chairmen are appointed by decision of SC
  • The operational rules of the SC may be modified by proposal and decision of the SC itself, with a positive vote of 2/3 of the effective SC members, providing a quorum of 2/3 is achieved.
